A grand and emotional farewell was accorded to Shri Anup Kumar Satpathy following his transfer from Gorakhpur, where he served as Principal Chief Operations Manager (PCOM) of North Eastern Railway with additional charge of PCCM, to assume his new responsibilities as Principal Chief Safety Officer (PCSO) of South East Central Railway, Raipur/Bilaspur.
A 1993 batch Indian Railway Traffic Service (IRTS) officer, Shri Satpathy is widely admired across Indian Railways for his visionary leadership, operational excellence, uncompromising integrity, and people-oriented administration. Over the course of his distinguished career spanning several Railway Zones, he has earned a reputation as a fearless administrator and a dynamic reformer.
One of the most remarkable phases of his career was his tenure as Divisional Railway Manager (DRM) of Waltair Division under East Coast Railway. During this period, he became popularly known as the “People’s DRM” for his transparent governance, accessibility to employees, and unwavering commitment towards discipline and accountability.

Shri Satpathy adopted a strict yet humane style of administration, emphasizing honesty, efficiency, employee welfare, and passenger satisfaction. His governance was guided by a clear four-point vision — protecting the dignity and reputation of Waltair Division, accelerating infrastructure development, ensuring employee welfare, and enhancing passenger services.
Known for taking bold and long-pending administrative decisions, he initiated several corrective measures to improve efficiency and operational standards. Despite challenges and pressures, he maintained accountability at every level and conducted surprise inspections to safeguard railway assets and strengthen safety systems.
Under his leadership, Waltair Division witnessed remarkable progress in operations, infrastructure expansion, passenger amenities, safety, revenue generation, and asset management.
Apart from Waltair Division, Shri Satpathy held several important assignments across Indian Railways, including postings in South Eastern Railway, South Central Railway, East Coast Railway, Nagpur Division, Eastern Railway, and North Eastern Railway.
As PCOM of North Eastern Railway, he played a crucial role in streamlining operations and handling large-scale transportation requirements. His exceptional operational capabilities were prominently visible during the successful management of Mahakumbh 2025 at Prayagraj, where Indian Railways operated over 17,000 trains, far exceeding the planned 13,000 services. Enhanced passenger facilities, additional coaches, efficient ticketing arrangements, and strong safety mechanisms were implemented under coordinated leadership.
Shri Satpathy has also been honoured with several prestigious recognitions, including the National Award (2000) and Railway Minister’s Award (2002).
The farewell ceremony at Gorakhpur reflected the immense respect and admiration he earned from officers, employees, and the railway fraternity. Colleagues described him as a visionary administrator, compassionate leader, and fearless decision-maker who consistently prioritized the interests of the Railways and its workforce.
As Shri Anup Kumar Satpathy begins his new assignment as Principal Chief Safety Officer of South East Central Railway, his legacy of transparency, innovation, operational excellence, and public service continues to inspire railway personnel across the country.
