Balangir District is Known as Migration Prone Since Years Together Back :

The word Migration or Migrant Workers or Labourers is a heart touching issue & it is totally painful, disgraceful, sorrowful ness & pettiness. Till to this date , the Government Machinery, Politicians, Social Activists, Sensitive and Intellectual or educated or learned Citizens are not serious. Particularly, the Government Machinery is not serious and not looking into it properly as well as not taking any eye catching step to stop the Migration. The main reason is that Particularly Migrant Workers or Labourers are poor, backward and illiterate Catagory peoples. No doubt that Government is creating awareness, but the main problem is that Government is not giving sufficient works or not engaging the Migrant Workers or Labourers regularly. Another thing is that if the Government is engaging them 6 days in a week and he is giving payments at the end of the week and is not giving any advance payment. Taking opportunity of this system of the Government, the Labour Contractors or in local language called them Labour Sardar, no doubt that who have taken Licenses from the District Administration or Labour Department are giving Lakhs Rupees of money as advance to the Migrant Workers or Labourers & the Migrant Workers or Labourers become happy as they are getting at a time a big amounts of money.They do purchase new clothes for their families , they repair their Tiny Cottages and they spend in their other requirements. Then, they make their mind programming that they will go to outside, they work their & they repay their loan to the Labour Contractors or Sardar. This trend is going on & this is the ground report. It is sure that the Government can not provide sufficient works & can not give advance amounts of money to the Migrant Workers or Labourers. No doubt that Government can do it & for this strong willingness is required. Government can only arrange awareness sitting inside luxurious Hotels.Recently , it is a talk in Balangir District as the Collector of Balangir Sri Chanchal Rana, IAS, previous Collector of Balangir and presently Director Panchayat Raj Department, Sri Arindam Dakua, IAS and Principal Secretary of Panchayati Raj Department & also previous Collector of Balangir District, Sri Sushil Lohani, IAS arranged an Awareness Meeting or Camp at a Luxurious Hotel of Balangir Town instead of doing in different Blocks of Balangir District, though Balangir District is Known as Migration Prone District since years together back.In Official Record , approximately 1.53 million Migrant Workers or Labourers in Odisha State & out of this 0.58 million Migrant Workers or Labourers from Western Odisha & it is of Kalahandi, Balangir, Koraput Districts or Known as KBK, Districts. More to 3 lakhs Migrant Workers may be forced to skip polls as per Government Records. There are lots of different Works for the developments of the Villages of the different Blocks & the Government can easily provide works to the Migrant Workers or Labourers on daily basis.The Government can also reform, rectify and change his old methods for dealing with the case of Migrant Workers or Labourers. It is a Social Mania & Head Ache in the entire KBK or Western Odisha.Going into the indepth impartially on humanity ground, the sensitive and intellectual Citizens of Western Odisha are appealing and demanding before the Honorable Chief Minister of Odisha Sri Naveen Pattanaik Jee to have a personal serious look into it and do pass an oder for solving this Migrant Workers or Labourers problems particularly in Western Odisha which is the most Backward Region of Odisha State.
