Mr. Nayak further said that the disputed land is still in the possession of the Union Ministry of Defense and is in the form of acquired land, so until the Jharkhand government does not pass a proposal regarding the extension of the term of this land and sends it to the Union Defense Ministry. Mr. Nayak further said that about 39 revenue villages of Latehar district had submitted a memorandum to the Governor and the government in protest against the Netarhat Field Firing Range in the past through the General Assembly and through that memorandum the affected Latehar and Gumla districts of the firing range. It was told about thatBoth of those districts come under the fifth schedule and PESA Act 1996 is applicable there, under which the Gram Sabha has the constitutional right that the village heads of the affected areas organize the Gram Sabha on the demand of the affected people and demarcate the boundary of the village for the firing range.
